Hawaii approved the use of marijuana for medical treatment 15 years ago. Since then, we’ve watched other states set up marijuana dispensaries – and in some cases, they’ve decriminalized marijuana. Local advocates are pressing for a statewide dispensary system; others, including law enforcement, worry that distribution centers will lead to abuses of the system.
