The state has spent tens of millions of dollars over the past several years on planning for a new jail in Honolulu to replace the aging Oʻahu Community Correctional Center in Kalihi. The delays in moving forward lead to increased costs for a new facility, now estimated at close to a billion dollars. When will the new facilty be built?
