The Honolulu City Council is considering new approaches to stop illegal game rooms from popping up in neighborhoods across Oʻahu. Right now, law enforcement is the only weapon against these enterprises. One proposed change would hold landlords accountable for what happens on their properties while another would allow police to issue building code violations. Can illegal game rooms be stopped?
